Willis D. Hawley is Professor of Education and Public Affairs at the Univer­sity of Maryland, where he served as Dean of the College of Education from 1993 to 1998. He taught at Yale, Duke, and Vanderbilt universities before going to Maryland. He has published numerous books, articles, and book chapters dealing with teacher education, school reform, urban politics, po­litical learning, organizational change, school desegregation, and educa­tional policy.

Peter Smagorinsky is Distinguished Research Professor in the Department of Language and Literacy Education at The University of Georgia, emeritus; and Distinguished Visiting Scholar at the Universidad de Guadalajara, Jalisco, Mexico. From 2012-2020 he served as the faculty advisor to the student-edited Journal of Language and Literacy Education at UGA; and from 1996-2003 he coedited, with Michael W. Smith, Research in the Teaching of English.

Sharon F. Rallis is Dwight W. Allen Distinguished Professor of Education Policy and Reform at the University of Massachusetts at Amherst. Previously, she was professor of education at the University of Connecticut; lecturer on education at Harvard; and associate professor of educational leadership at Peabody College, Vanderbilt University. Her doctorate is from the Harvard Graduate School of Education.

Cary Cherniss currently is Professor of Applied Psychology and Director of the Organizational Psycho­logy Program in the Graduate School of Applied and Professional Psychology at Rutgers University. He also has taught at the University of Michigan in Ann Arbor, the University of Illinois in Chicago, the Chicago Medical School, and the Illinois Institute of Technol­ogy. He received his PhD in psychology from Yale University in 1972. Dr.

James H. Stronge is the Heritage Professor in the Educational Policy, Planning, and Leadership Area at the College of William and Mary, Williamsburg, Virginia. His research interests include policy and practice related to teacher quality, and teacher and administrator evaluation. He has worked with numerous school districts and other educational organizations to design and implement evaluation systems for teachers, administrators, and support personnel.

Joseph Blase is a professor of educational administration at the University of Georgia. Since receiving his Ph.D. in 1980 from Syracuse University, his research has focused on school reform, transformational leadership, the micropolitics of education, principal-teacher relationships, and the work lives of teachers.

Peggy C. Kirby is a former professor of educational leadership and foundations, university research professor, and endowed professor for school improvement at the University of New Orleans, where she taught graduate courses in research and school leadership. She is a certified teacher and program evaluator in the state of Louisiana.

Timothy Reagan is currently Visiting Professor of Educational Leadership at Central Connecticut State University. He has previously been a faculty member at Galluadet University, Central Connecticut State University, the University of Connecticut, Roger Williams University, and the University of the Witwatersrand.

Dr. Charis McGaughy has worked within the educational arena for over two decades. She recently began serving as the chief of staff for the Eugene School District 4J. Prior to that, she was a director at the Educational Policy Improvement Center (EPIC) for almost 8 years.

Thomas R. Guskey, PhD, is Professor Emeritus in the College of Education at the University of Kentucky. A graduate of the University of Chicago’s renowned Measurement, Evaluation, and Statistical Analysis (MESA) program, he began his career in education as a middle school teacher, served as an administrator in the Chicago Public Schools, and was the first Director of the Center for the Improvement of Teaching and Learning, a national educational research center.
